Washington County is a member of the Albemarle Commission regional council of governments. It is home to no fewer than ten sites listed on the National Register of Historic Places, including Somerset Place, once the largest working plantation in the Upper South. The entire county boasts a population of roughly 13,000, with Plymouth (the county seat) registering about 4,000 inhabitants. The total number of people in the area fluctuates due to a high volume of tourism, as Washington county is a coastal area of north Carolina, comprising some section of the famed Outer Banks.
